Russia Seeks Permanent Brazil Seat in UN Security Council Reform

26 September 2026

Russia’s Foreign Minister, Sergey Lavrov, stated this Saturday (26) at the United Nations General Assembly that Moscow supports a reform of the Security Council to broaden the representation of Asia, Africa, and Latin America, including permanent seats for Brazil and India and a greater African presence.

Lavrov said that Russia rejects granting new permanent seats to certain Western countries and named Germany and Japan specifically, to whom he attributed a history of militarism and revanchism. “The reform cannot involve any additional seat for the West, especially for Germany and Japan,” the minister said.

The Russian authorities renewed their criticism of the expansion of the North Atlantic Treaty Organization (NATO) and stated that the alliance violates the principle of equal and indivisible security, by trying to promote the security of some at the expense of the security of others.
