Trump: Ukraine Attacks on Russia Disrupt Diesel; Weighs Banning US Exports

23 September 2026

The President of the United States, Donald Trump, stated on Tuesday, the 22nd, that Ukrainian attacks have been hitting Russian refineries hard, which, he said, has directly pressured diesel prices. Trump said he pressed members of the administration to halt diesel exports in order to curb the rise in prices in the domestic market.

“I said: we are not going to ship diesel out. We produce a lot of diesel,” he said when asked about the proposal before a bilateral meeting with Ukrainian President Volodymyr Zelensky. “We are looking at whether this is feasible, from the standpoint of overall refining capacity, and whether a total or partial ban would work.”

The White House chief also said he is seeking a way to find an exit from the Russia-Ukraine conflict and stated that the leaders of the two countries want an end to the war. “I think something will happen,” Trump declared, without providing details.

He was also asked whether a potential potash agreement between the United States and Belarus, an ally of Moscow in the war, could strengthen Russia’s position.

Trump said Washington should maintain the contract with Canada, although he stated that the prices offered by Belarus would be better.

“The farmers need good prices, and we want a lower price in Canada, but they said they won’t reduce. We will continue with Canada, but Belarus would like to sell at a much lower price,” said Trump.
